The Department of Health was named Best Change Management Programme at the HR Leadership & Management Awards 2025 last year for its Culture Project – From Principals to Practice, setting a benchmark for transformational workplace culture in the public sector as the sector looks ahead to 2026.
The Culture Project was recognised for reestablishing the Department’s identity by fostering a positive, supportive, and values-driven culture, guided by its core principles of Support, Respect, Collaboration, Communication, and Inclusivity. The initiative combined strategic leadership with employee engagement to embed meaningful change across a complex organisational environment.
Judges praised the project for its employee-led approach, highlighting innovative initiatives such as “Listen & Learn” sessions and a four-tier recognition programme that empowered staff and amplified every voice within the organisation.
The programme achieved measurable outcomes, including a reduction in staff churn from 22% to 5%, higher engagement scores, and autism-friendly accreditation, demonstrating tangible impact across the Department.
“This submission showcased how effective change management can transform workplace culture, engagement, and inclusivity. Through clear strategy, innovative tools, and strong leadership, the Department of Health has set a high standard for public sector organisations,” the judges noted.
The Department’s recognition reflects broader trends within the HR Leadership & Management Awards, where winners are increasingly distinguished by their ability to combine organisational strategy with measurable cultural and operational outcomes.
